Panty wig from Panty and stocking with Garter Belt
The wig: Originally long straight wig from Epic Wigs. The wig was heavily layered and curled up into the flyaway state. The top was then spiked on the look the the character with the flip spikes. The bottom of the wig was then heat treated to the wavy look.
